Dumping (Garbage Accumulation) Prohibited in Chicago
Section 4(7-28-710) within the Chicago Municipal Building Code specifically prohibits any person to place, leave, dump or permit to accumulate any garbage or trash in any building, structure or premises so that the same shall afford food or harborage for rats or to dump or place on any premises, land or waterway any dead animals or waste vegetable manner of any kind. The City of Chicago has the ability to fine those in violation and to charge them three times the amount of all costs and expenses incurred by the City in abating a nuisance caused by such a violation. This section does not prohibit the composting of organic waste as defined later on in the building code. The City of Chicago further defines waste as an organic material and does not define trash.

It is clear from this ordinance and the earlier ordinance for (7-28-690) which prohibits the removal of rat stoppage from any building that the City of Chicago is serious about rat stoppage and dumping. Tomacor’s inspectors notice “dumping conditions” in most of the neighborhoods they inspect. We encourage local citizens and homeowners to call the City and reference this code number when filing a complaint regarding the dumping of organic material or the dislodging of rat stoppage.
